報告摘要：

Governments worldwide have strengthened their regulations on carbon emissions to combat global warming. This study investigates the effect of carbon regulation on venture capital investment. Using China’s regional carbon emissions trading pilots as an exogenous shock to carbon regulation, we find that carbon regulation significantly promotes venture capital investment. This effect is particularly pronounced for green, innovative, and local investments. The analysis of the potential mechanisms shows that carbon regulation improves innovation output, leading to a higher propensity of venture capitalists to invest. To mitigate the higher risks associated with investing in innovation, venture capitalists are more likely to syndicate with other venture capitalists when financing startups in cities with stringent carbon regulation. This study sheds new light on the economic consequences of market-based environmental regulation in China.

為應(yīng)對全球變暖，世界各國政府都加強了對碳排放的監(jiān)管。本研究探討了碳排放監(jiān)管對風(fēng)險投資的影響。以中國區(qū)域碳排放權(quán)交易試點作為碳監(jiān)管的外生沖擊，我們發(fā)現(xiàn)碳監(jiān)管極大地促進了風(fēng)險投資。這種效應(yīng)對于綠色、創(chuàng)新和地方投資尤為明顯。對潛在機制的分析表明，碳排放法規(guī)提高了創(chuàng)新產(chǎn)出，從而導(dǎo)致風(fēng)險資本家更傾向于投資。為了降低與創(chuàng)新投資相關(guān)的較高風(fēng)險，風(fēng)險資本家在為碳排放監(jiān)管嚴(yán)格的城市的初創(chuàng)企業(yè)融資時，更有可能與其他風(fēng)險資本家組成銀團。本研究為中國基于市場的環(huán)境監(jiān)管的經(jīng)濟后果提供了新的視角。

張學(xué)勇，現(xiàn)任中央財經(jīng)大學(xué)金融學(xué)院院長，龍馬學(xué)者特聘教授，金融學(xué)院教授、博士生導(dǎo)師，社會科學(xué)基金重大項目主持人，黃大年教學(xué)團隊主要成員，北京市課程思政名師，中國資產(chǎn)管理研究中心主任。中國注冊會計師協(xié)會會員（CPA），北京市應(yīng)急委員會金融小組專家。主要研究方向：大數(shù)據(jù)與金融科技（Fintech）；公司并購、重組、IPO與價值創(chuàng)造；投資者行為與實證資產(chǎn)定價；量化投資策略構(gòu)造與數(shù)據(jù)回測；共同基金與對沖基金的業(yè)績評價、策略分析；私人股權(quán)投資基金與風(fēng)險投資的投資策略與回報渠道。主持國家社會科學(xué)基金重大項目1項，國家自然科學(xué)基金2項，北京市課程思政示范課1門，中國博士后基金1項，獲評全國金融實驗教學(xué)“智盛獎”優(yōu)秀教師，中央財經(jīng)大學(xué)優(yōu)秀指導(dǎo)教師，入選教育部新世紀(jì)優(yōu)秀人才培養(yǎng)支持計劃。主筆的多篇政策建議研究報告獲得部委采納，在Journal of Corporate Finance，F(xiàn)inancial Management，Journal of Economic Dynamics and Control，Journal of Portfolio Management, Journal of Accounting and Public Policy,《經(jīng)濟研究》、《經(jīng)濟學(xué)（季刊）》、《管理科學(xué)學(xué)報》、《金融研究》、《中國工業(yè)經(jīng)濟》等重要期刊發(fā)表論文多篇，擔(dān)任國際主流學(xué)術(shù)期刊Accounting & Finance(SSCI, JCR-2區(qū))副主編（Editor），China Finance Review International 編委（Department Editor）, Journal of Banking and Finance,《經(jīng)濟研究》等多個中外學(xué)術(shù)期刊匿名審稿人。
